Desane lodges Thornton ‘Lifestyle Village’ Planning Proposal
Desane Group Holdings Ltd (ASX:DGH) is pleased to announce a Planning Proposal (“Proposal”) for a ‘Lifestyle Village’ for its 1.2ha site at 91 Thornton Drive, Penrith, bringing integrated living, working and community lifestyle opportunities, within a 15-minute walk of the Penrith CBD.
Prepared by planner Urbis and designed by award winning architect Group GSA, the Proposal has been lodged with Penrith City Council (“Council”) and aligns with State and Local Government strategic plans aimed at facilitating the growth of the Thornton ‘Lifestyle Village’.
The Proposal includes a mix of medical, preventative health and home-based employment opportunities, as well as affordable and market housing dwellings, located approximately 500 metres from the Penrith CBD and local transport hubs.
Head of Property Rick Montrone believes the Proposal will contribute to the ongoing development and transformation in and around Thornton, which is consistent with Penrith as a Metropolitan City Centre, supported by good public transport options.
The Proposal also includes the provision of much sought-after viable and quality affordable housing, with Desane consulting with a number of leading Community Housing Providers (CHPs). These discussions highlighted that almost 11,000 additional social and affordable dwellings are required in the Penrith LGA over the next 15 years.
“With a shortage of affordable housing options, the Proposal offers local key workers and young families the opportunity to secure new affordable housing,” Mr Montrone said.
“Government – including local council’s – have the opportunity to work with the private market to significantly increase the supply of affordable housing. The ‘tenure-blind’ components a key component of affordable housing as part of this Proposal and aims to deliver that to the community.”
“Consistent with Council strategy, Desane is also pleased that the Proposal will contribute to the Penrith economy by delivering local jobs to ensure residents are able to live and work in the Thornton community.”
Building on Council’s ‘Lifestyle Village’ vision for Thornton, the Proposal will provide:
- 71 knowledge based local jobs in medical, preventative health and home-based employment areas providing complementary services to the Nepean Health Precinct;
- 273 new dwellings including approximately 30 ‘tenure-blind’ affordable dwellings;
- Activation of the adjacent wetland park and historic Combewood House as part of the design linking to a future ‘Green Network’ of cycle and walking pathways to the Nepean River; and
- Environmental performance through sensitive urban design such as green rooftop gardens aimed at mitigating Penrith’s ‘heat island’ effect.
Following Council endorsement, Desane expects the Proposal will take approximately 18 months from the date of lodgement to be approved.
The property was purchased by Desane from UrbanGrowth NSW in 2017.
